PER COURT :- The grievance of the petitioner is that, the proposal of the petitioner seeking grant of Rs.2,00,000/- has been turned down only on the ground that, the utilization certificate of the said amount for the years 2011-2012 and 2013-2014 has not been submitted. It is submitted that, in fact the Collector Parbhani in his letter dated 18.7.2016 has informed the Desk officer that, along with the proposal, the said utilization certificate has already been annexed.

We have perused the query raised by the Desk Officer dated 23.7.2016 and the letter of the Collector, Parbhani dated 18.7.2016. it is apparent that, the Desk Officer has overlooked this aspect regarding submission of the utilization certificate along with the proposal. We, therefore, direct the petitioner to submit additional copy of the utilization certificate for the years 2011-2012 and 2013-2014. Upon receipt of the said additional copy and taking into consideration report given by the Collector, Parbhani, the concerned authority shall process petitioner's application and do the needful.
