Without commenting upon the merits of the matter, we dispose of the petition by directing respondent No.2 to consider and take appropriate decision on the said proposal dated 29th August, 2012 as expeditiously as possible but not later that three months from the date of receipt of copy of this order.

Writ Petition stands disposed of.
