Respondent No.2 has failed to render decision in respect of according approval to the appointment of the petitioners merely on the ground that the proposals, in that regard, have not been submitted during the conduct of camp held during the relevant period. The reason recorded for refusal to consider the proposals is arbitrary and Respondent No.2 - Education Officer is bound to consider the proposals received by him for according approval to the appointment of petitioners.
The adverse decision recorded by Respondent No.2 on 01.06.2016 is quashed and set aside and concerned Respondent No.2 is directed to consider the proposals tendered by the Institution for according approval to the appointment of petitioners on its own merits and in accordance with law, as expeditiously as possible and preferably within eight weeks from today.
