The substantive writ petition preferred by the petitioner is still pending.

It is a matter of constitution of Maharashtra Labour Welfare Board. It is being pointed that the Board has not been established. 4.

There is no effective order directing constitution of the Board which can be implemented or disobedience of which can be objected to.

Respondent no. 1 - Principal Secretary, Ministry of Labour Welfare Mantralaya, Mumbai, has filed affidavit-in-reply. It has been inter alia mentioned that it is a matter of policy decision to be taken at a higher level and is being considered by the Government. 6.

The contempt proceeding is disposed of.
