Having considered the submissions made by learned Counsel for the petitioner and learned A.G.P., we dispose of this petition by directing respondent no.2 to consider and take appropriate decision on the said proposal dated 2nd July, 2013 (Exh."E") as expeditiously as possible, but not later than three months from the date of receipt of copy of this order. 3.
