PER COURT :- The petitioner claims to belong to Rajput Bhamta caste. He has been admitted to B. Pharmacy course conducted by respondent No.4 College as against a seat reserved for VJ category. The petitioner contends that, the caste certificate issued in his favour, certifying that he belongs to VJ category has been forwarded to respondent No.2 scrutiny committee for verification and no decision has been rendered by the committee as yet. As a result of failure of respondent No.2 committee to take decision, the University has refused to hand over the marks sheet of the second semester of first year B.Pharm. Course examination result. As such the petitioner is facing hardships. In the facts and circumstances of the case, this petition can be disposed of by directing respondent No.2 committee to take decision on the proposal in respect of verification of the caste certificate issued in favour of the petitioner, as expeditiously as possible and preferably within a period of six months from today

In the mean while, respondent No.3 University is directed to issue marks sheet of the second semester of first year B. Pharm. course examination result to the petitioner forth with. Respondents Nos.3 and 4 shall permit the petitioner to prosecute the studies subject to decision of the scrutiny committee in respect of verification of the caste certificate.
