After hearing learned counsel for appearing parties, it appears that impugned order dated 11th August, 2015 has been passed by respondent No. 3 - Additional Collector, Jalgaon, without hearing the petitioner. Learned counsel for the parties concur that respondent No. 3 is a quasi judicial authority.

Under the circumstances, impugned order dated 11th August, 2015 passed by respondent No. 3 - Additional Collector, Jalgaon stands set aside. Respondent No. 3 to pass appropriate order after granting an opportunity of hearing to the petitioner, within four days from the date of receipt of writ of this order. The petitioner to appear before respondent No. 3 authority on 4th September, 2015.
