The learned Counsel for the petitioner submits that earlier, the proposal for validation was sent in the year 2019. However, the Committee did not accept the proposal of the petitioner on the ground that it was not in Form - C. The proposal was again submitted in October 2019. The petitioner is seeking admission to Direct Second year of Engineering Course and for that purpose the validity certificate is required to be submitted on or before 31.12.2020. The vigilance is also conducted in case of paternal cousin of the petitioner. The Committee may be directed to decide the validity proceeding on the basis of the vigilance report of validity holders from the paternal side. 2.

We have heard the learned A.G.P. also.

In case the detail vigilance of the cousin paternal relatives of the petitioner is conducted, then the same vigilance can be considered in validation proceeding of the petitioner unless the Committee finds some other circumstances.

Considering that the petitioner is exploring possibility of admission to the Direct Second year Engineering Course, we direct the Committee to decide the validation proceeding of the petitioner on or before 30.12.2020. The petitioner shall appear before the Committee on 17.12.2020. 5.

Writ Petition disposed of. No costs.
