Mr Salve, learned Counsel for respondents submits that the petitioner may approach the authorities with his grievance. The authorities may consider the grievance on its own merits and may issue the fresh bill on the basis of the facts and circumstances. 2.

In light of that the petitioner may approach the respondentsauthorities and make a representation. The respondents-authorities shall consider the representation of the petitioner on its own merits expeditiously, preferably within two months from the date the petitioner makes the application.

In case the decision of the respondents-authorities is adverse to the petitioner, then the petitioner may agitate against the same on its own merits before the appropriate forum. In that event, all the contentions are kept open.
