After arguing for some time, when this Court was not inclined to grant relief, learned advocate for the petitioner, on instructions, seeks permission to withdraw the writ petition with liberty to approach again in case, this Court at Nagpur sets aside Circular Nos.2 of 2017 and Circular No.4 of 2021 in Writ Petition No.3789 of 2023.
