Mr. Bondar, learned counsel for the respondent submits that the petitioner is issued with the order of consent to operate in respect of the consented products.

Mr. Karad, the learned counsel submits that the petitioner has not received the consent to operate precisely for all the products which the petitioner had applied or intend to manufacture.

Today, the consent to operate is issued to the petitioner. If the petitioner is aggrieved by non consideration of his said request, the petitioner is at liberty to take up appropriate proceedings. In that event all contentions are kept open.
