Normal period for effecting transfers of employees is already over and transfers are expected to be issued in the month of April or May. The representation made by petitioner-Union for initiating process of transfer of the employees in the midst of the academic year need not be considered. It would be open for the petitioner-Union to approach the concerned authority for implementing the policy of transfers in accordance with the directives of the State Government issued in that behalf. The representation tendered on 06.06.2016, as such, cannot be directed to be considered in the midst of the academic year.
