1] The parties are ad idem that the impugned order is passed after 14 months of the closing of the matter for order. The matter is reserved for judgment on 28.02.2017 and the impugned order is passed on 3rd May, 2018.

2] Since there was huge delay in passing the impugned order and the same was delivered after 14 months of the closing of the matter for judgment, the impugned order dated 03.05.2018 passed by the respondent

10651.18wp no.1 - Minister for Co-operation in Revision Application No.513 of 2016 is quashed and set aside and the matter is remitted back to the Hon'ble Minister for afresh adjudication. The learned Minister to decide the matter as expeditiously as possible.

3] Till the decision of the Revision Application before the Minister, status quo as of today be maintained. 4] Writ Petition is disposed of accordingly.
