The writ petition has been dismissed in default. Delay of 199 days is caused in filing the civil application. 2.

Issue notice to the respondents. The learned Advocate waives service of notice on behalf of respondent Nos. 1 and 2 and opposes the civil application.

We have considered the submissions of the learned Advocates for the applicant and the non applicants. For the reasons set out in the khs/Oct.2022/14233

- 2 - application and as the delay does not appear to be deliberate or inordinate, the civil application is allowed. The writ petition was at pre notice stage and stands restored subject to removal of all office objections, on or before 18.11.2022.
