In view of our order dated 13.11.2025, the affidavit of Mr. Sanjay Panchagalle In-charge Deputy Director of Education, Latur has been filed. After tendering unconditional apology regarding delay, he has not furnishing necessary compliance within stipulated period. He submits that the said lapse was neither deliberate nor intentional but in another breath, he accepts in Paragraph No. 3 that the said delay was solely on account of inadvertent administrative lapse in the office. It is stated that as the clerk dealing with the said section or table had failed to place the communications/orders issued by the Director of Education requiring immediate action before him. As the correspondence was not brought to his notice, he remained unaware. Now after noticing the lapse, he says that he has issued show-cause notice to the concerned clerks. He states that after the directions were given by this Court, taken up the prompt

steps to verify the records, identify the deficiencies and ensure that the complete proposal and required compliance are duly processed and forwarded to the Education Officer (Secondary), Zilla Parishad, Latur by letter dated 13.11.2025. A detailed report has been called by him from the Education Officer (Secondary), Zilla Parishad, Latur. He further states that the report as per letter dated 31.10.2024 called from the said Education Officer and it would be forwarded within Four weeks to Director of Education. The proposal was return in view of Government Circular dated 24.09.2024 and he undertakes that the proposal or action would be taken as contemplated under the Government Resolution. 2.

The first and the foremost fact is that the delay in responding to the communication dated 30.10.2024, is due to lack of internal coordination when specific directions have been given by the higher authority then they should be complied with within a given period and if no period is specified then it should be complied immediately. These departments are for the public purposes and there shall not be any harassment to the public or the public institutions. It is then stated that the affiant has taken charge on 31.10.2025 as the earlier officer was transferred. In Government services this is the best excuse. Even after taking the charge, it was for the affiant to see as to what is the pending work and he should then streamline the said pending work. He has taken charge recently cannot be the excuse. In the normal course, we would

have impose very cost for such delay however, now when an undertaking has been given that after getting response from Education Officer (Secondary), Zilla Parishad, Latur, the affiant would forward the proposal to the Director of Education, we are restraining ourselves however, we are not granting Four weeks time. Two weeks time is sufficient there taking into consideration the delay already caused. 3.

Present petition was filed for directing the respondent No. 2 to forward the pending proposal dated 21.06.2024 received by him on 28.06.2024 of the petitioner No. 2 College, for grant of extra Divisions of 11th and 12th Standard Science Stream on Self-finance basis to the respondent No. 1 State Government for its approval within stipulated time. Earlier, we had noted that the respondent No. 2 had then with deficiencies asking respondent No. 3 for forwarding a comprehensive proposal. Under such circumstance, we dispose of the writ petition by directing respondent No. 3 to forward the comprehensive proposal after getting the deficiencies cleared and in view of the Government Circular dated 24.09.2024, within a period of Two weeks from today, to respondent No. 2.
