The validation proceeding is pending since the year 2017. The vigilance is also not yet conducted. The petitioner has completed B. Pharmacy course. However, mark-sheets and all other documents are withheld.

The learned AGP accepts notice for respondent No.1. The petitioner shall appear before respondent No.1 Committee on 18th October, 2021.

The Committee shall thereafter, endeavour to decide the proceeding by end of January 2022.

22 wp.11025.21.odt It is submitted that the petitioner has paid full fees of the college. In that case, respondent Nos.3 and 4 may not withhold the mark-sheets and documents of XIth and XIIth standards of the petitioner on the ground that the validity certificate is not submitted. However, the transfer certificate and degree certificate shall not be issued without the petitioner producing the validity certificate. The respondents may take further course of action depending upon the judgment that would be delivered by the Committee in the validation proceedings.

The writ petition is disposed of. No costs.
