Petitioner is seeking quashment of conferment of award of ideal teacher on respondent no. 7 by the State Government. Petitioner, on the contrary, claims the award for himself.

Petitioner is a retired teacher and apart from this, he does not have any legal right to claim conferment of award of ideal teacher by the State Government. It is not the case of petitioner that, respondent no. 7, who has been selected for conferment of award, does not bear good moral character or that he has been convicted for any offence or that he is not in employment or that he has been suspended from service. Petitioner claims that he is eligible and more qualified for being considered. The opinion of petitioner about himself cannot be a criteria for claiming award of ideal teacher. It is for the State Government to assess the comparative merit and choose the awardee. Petition is devoid of substance hence stands rejected. ( P. R. BORA ) ( R. M. BORDE ) JUDGE JUDGE dyb
