By consent of the parties, the petition stands disposed of on the following terms:

2] The impugned order dated 20th August, 2015 stands set aside. The case is remanded back to the Committee, who shall examine new documents which the petitioner would produce in addition to earlier documents which are already on record, and record its finding within a period of two months from today.

{2} wp.9018.15.odt 3] In the meantime, though the impugned order is set aside, the petitioner shall not take any benefit by the earlier validity certificate issued to him.

4] The Committee shall decide the claim of the petitioner de novo within a period eight weeks from the date of this order. 5] The petitioner is allowed to produce new documents before the committee.
