The petition is absolutely misconceived based on misconception of fact of law. There is no provision to challenge the judgment of learned Single Judge before the Division Bench. 2.

The rights and liabilities of the parties have become final in view of the judgment delivered by learned Single Judge dated 28.01.2016 in Writ Petition No. 6122/1999.

Petitioner infact is abusing the process of law by filing the present writ petition. Petitioner, if is aggrieved by the judgment of learned Single Judge, has appropriate remedy available but certainly not by filing the petition for the same purpose before the Division Bench. At least the advocate should have thought twice before filing the present petition.
