The Respondent/Education Officer refused to grant the approval to the Petitioner's appointment, on the ground that the recruitment was not made, through Pavitra portal. Some of the reasons have also been cited, in support of the order impugned herein.

The fact is that, this Court in number of matters, has observed that the Pavitra portal was not in operation, for a long period. It appears that the period of 2021, during which the Petitioner was appointed, also gets covered thereby. The Education Officer has also cited, some reasons such as filing of Xerox Copy of the advertisement, not placing on record approved roster etc. 3.

Now, the Respondent/Management is ready to place before the

2 71.WP-12695-2021.doc Education Officer, a proposal ready with all respects and accompanied with all the necessary documents, which are required to be submitted.

We, therefore, direct the Respondent-Management/ Headmaster, to submit the proposal afresh within a period of four weeks from today.

The Respondent/Education Officer shall decide the same on its own merits within a period of eight weeks thereafter, but shall not turn down the same on the ground, the recruitment to have not been made through Pavitra portal.
