We direct respondent No.2 to decide the representation dated 03.07.2012 (Exh.I Page No.127), if already not decided, on its own merits and in accordance with law as expeditiously as possible, however, within four months from today.

Needless to observe that the petitioner shall complete formalities under rules /procedure. It would be open for respondent No.2 to afford reasonable opportunity
