Mr. Urgunde, the learned counsel for the petitioner, submits that the proposal given for starting Secondary as well as primary Urdu Medium School is pending consideration with the authorities since the year 2003, however no decision has been taken. According to the learned counsel, the schools are to be started and run by the minority institution. The respondents be directed to take decision on the said proposal, expeditiously. The learned AGP submits that in case the petitioner files fresh proposal, the same would be considered on its own merits 2.

The proposal of the year 2003 has become stale. No fruitful purpose would be served by directing the respondents to consider the said proposal after lapse of 11 years. The petitioner may file fresh proposal for 1/2

960&963 starting secondary/primary Urdu Medium School, which proposal would be considered by the authorities on its own merits as per law, in accordance with the policy, expeditiously and preferably within six months from the date of receipt of the proposal. Writ petition is accordingly disposed of. No costs.
