The learned counsel for the petitioners submits that the validation proceedings are pending since the year 2015. The vigilance is not yet conducted. The petitioners have completed B.Tech course. All the documents including mark sheet have been withheld. According to the learned counsel, the respondents be directed to issue the mark sheet and other documents.

The petitioners shall appear before the scrutiny committee on 29.10.2021. The committee shall thereafter endeavour to decide the proceedings expeditiously and preferably within a period of four (04) months from the date of appearance of the petitioners. The petitioners

The respondents shall not withhold the mark sheet of the petitioners only on the ground that validation proceedings are pending. The respondents may not issue degree certificate and other documents until the petitioners produces the validity certificates. 4.

The authorities may take further steps depending upon the judgment that would be delivered by the committee in the validation proceedings.

Writ petition is disposed of. No costs.
