The learned counsel for the petitioner has given representations from time to time to pay the remaining 50% of the salary, however the said representations are ignored and not attended by the authorities.

In case, the representations made by the institution for payment of remaining 50% salary of the petitioner (page 11 to 15) are pending with respondent No.4 and if the respondent no.2 is competent to decide it, then respondent No.2 shall decide the same on its own
