The Petitioner, who describes himself as vigilant citizen and whistle blower, states that his occupation is Nil. Yet, he is seeking an inquiry against Respondent No. 3 - a Private Contractor. Obviously, the Petitioner has not given full facts of himself. 2.

We are not convinced about the bona fides of the Petitioner, to institute an inquiry against Respondent No.3 at the behest of such a Petitioner.
