Appeal of the petitioner is rejected on technical ground that the photographs are not attested by the Medical Officer. According to us, it is too technical view. The learned counsel submits that the petitioner would submit the photos attested by the Medical Officer in appeal Form No. 3. The same shall be done within seven days from today and the appeal shall be re-submitted within seven days, complete in all respect with the appellate authority.

The appellate authority shall deal with the appeal on their own merits.
