There is a delay. The petitioner is guilty of delay and latches. The order of 2014 is sought to be challenged. Moreover, in the year 2019 the petitioner had filed an appeal before the Deputy Director of Education. The learned Counsel for the petitioner submits that the same was pursuant to the Government Resolution dated 29-08-2019. 2.

In case the petitioner has filed an appeal and the same is pending with the Deputy Director of Education, Latur (page 47), the Deputy Director of Education shall take decision upon it on its own merits, in accordance with law, after hearing all the parties concerned, preferably within six months.
