The learned counsel for the petitioner submits that the signatory rights of the Assistant Secretary have taken away. The said order was set aside in revision by respondent No. 1. The petitioner approached the respondent No. 3 for complying the order. The petitioner was directed to give fresh proposal. Pursuant to the directions, fresh proposal has been given on 16.02.2021. Reminders are also given thereafter, but orders are not passed.

In case, the proposal of the petitioner as suggested above(page no. 31) is pending with respondent No. 3, then respondent No. 3 shall take decision upon it on its own merits, in accordance with law and policy, expeditiously and preferably within a period of four (04) months from today.
