After hearing learned counsel for parties, it emerges that with reference to advertisement, application of petitioners itself had been quashed and set aside under a decision rendered at Nagpur by division bench of high court. Thereafter, new policy has been framed in the year 2017. Accordingly, a resolution had been also passed and in the process, following the resolution, the petitioner had not participated.

In view of aforesaid, it does not appear that the
