Issue notice to the respondents. Learned AGP waives service of notice for respondents No.1 and 2.

Considering the above, we pass the following order - In case, the application of the petitioner is pending with respondent No.2 - authority, respondent No.2 authority shall decide the same on its own merit expeditiously preferably within six months from the date of appearance of petitioner. The petitioner shall appear before the committee on 9th September, 2019. Writ petition stands disposed of. No costs.
