We are not inclined to going through the legality of the impugned communication dated 14.12.2020 issued by the respondent Collector, as it is for the petitioner to question the report of the Tahsildar and Block Development Officer dated 13.07.2020 and 29.07.2020, respectively.

The said report states that petitioner having carried out encroachment by constructing on the public road to the extent of 6.74 square meters. Unless the said report is set aside, it is inconsequential whether the impugned communication would be valid. That being so, the petition stands disposed of with liberty to challenge the aforesaid reports.
