In case the Application is filed by the Petitioner and the same is pending with Respondent No. 3 then, Respondent No. 3 shall decide the same on it's own merits, in accordance with law, after hearing all parties concerned, expeditiously and preferably within a period of nine (09) months. 3.

Writ Petition accordingly stands disposed of. No costs.
