The Petitioner has approached the State Information Commissioner with a Second Appeal dated 18.07.2024, under Section 20 of the Right to Information Act. Within 40 days, a Writ of Mandamus is filed before us seeking a direction to the State Information Commissioner to decide the pending proceedings, out of turn.

All litigants are equal before the law. All are in queue for a decision in their respective proceedings. Merely because the

(( 2 )) 929-WP-10172-2024 Petitioner can approach the High Court, does not mean that the High Court can issue a Writ of Mandamus to decide the pending proceeding of the Petitioner, out of turn and by jumping the queue. 3.

In view of the above, this Writ Petition is disposed off. Let the State Information Commissioner deal with the application of the Petitioner under Section 20, considering the date of lodging and in queue with pending applications.
