We have heard this matter for some time.

Learned Advocate for respondent No.5 submits on instructions that his term is already over in 2014. His disqualification on the basis of a conviction has already been withdrawn by the State on 08/05/2014.

The copy of the order dated 08/05/2013 tendered by respondent No.5 is taken on record and marked as "X" for identification.

Learned Advocate for the petitioner submits that his pending khs/NOV. 2017/10364
complaint dated 21/09/2012 can be considered on its own merits by respondent No.4.

Considering the above, this petition is disposed of. Respondent No.4 shall consider the petitioner's complaint dated 21/09/2012, if not already decided, by issuing notices to all the concerned / affected parties and shall decide the said complaint as expeditiously as possible and preferably within a period of 6 months from today. Needless to state that, we have neither considered this petition or the contentions of the petitioner on their merits, nor have we expressed any opinion about the decision of respondent No.4 which may be arrived at after considering the complaint. We, however, expect respondent No.4 to consider all the subsequent events including the order dated 08/05/2013 passed by the Desk Officer, State of Maharashtra, Departments of Co-operation, Marketing and Textile.
