Since the period prescribed for excavation of sand under the agreement entered into by the petitioner with State-Government has expired, the grievance raised by the petitioner in the instant petition does not deserves to be considered. If at all any other grievance subsists, it would be open for the petitioner to take steps as permissible in law and it would also be open for him to adopt the remedies available in law. With liberty as aforesaid, writ petition is disposed of.

If the petitioner tenders any application seeking refund of amount, the concerned authority may consider it and take appropriate decision in accordance with law and in consonance with the scheme, expeditiously.
