For the reasons set out in the civil application, the same is partly allowed.

Since respondent No.2 is already served in the writ petition, reissue notice to respondent Nos. 1 and 3 in the writ petition, returnable on 11/10/2019. In view of the statement, the applicant/petitioner shall serve the notice through paper publication in "Dainik Divya Marathi", Aurangabad Edition, at least 15 days prior to the returnable date in this matter. Copy of the newspaper shall be placed on record.
