The petitioner may prosecute his representation with the authority. If the representation is given, naturally, the authorities are required to consider the same. 4.
If the petitioner wants to assail the matter on merit, the petitioner has got remedy before the Tribunal. If the petitioner approaches the Tribunal, all the contentions of the respective parties are kept open.

The writ petition is accordingly disposed of. No costs.
