The grievance of the petitioner is that the petitioner is not issued with the admit card and as such is precluded from participating in the selection process for the post of Sub-Inspector (Staff Nurse). 2.

Ms Kamble, learned Advocate for the petitioner submits that pursuant to the advertisement, the petitioner applied for the post of Sub-Inspector (Staff Nurse). The petitioner was not issued with the admit card. The list was published by the respondents of the persons who have not been issued with the admit card and those persons in the list were permitted to appear at examination center. The name of the petitioner did not appear in the said list. However, the petitioner also did not receive the admit card. 3.

Mr Talhar, learned A.S.G.I. submits that the candidate is required to supply all the required documents by filling up the form. The petitioner did not attach two self address envelopes with his application. Hence, his candidature is rejected.

According to Ms Kamble, the learned Advocate for petitioner, the two self address envelopes were attached along with the application. 5.

It is submitted that the advertisement is issued for filling in the post of Sub-Inspector (Staff Nurse) after seven years. 6.

We may not enter into the debate as to whether the petitioner had really submitted the two self addressed envelopes along with the application form as we do not have the complete set of application and the documents submitted by the petitioner before us.

It would be too technical to reject the candidature of the petitioner. It does not appear that the petitioner was given opportunity to comply with the deficiency, if any. The name of the petitioner did not appear in the list of persons not issued with the admit card nor the petitioner is issued with the admit card. Those persons whose names appeared in the list of not being issued with the admit card were directed to appear at the examination center directly. The petitioner is not accorded said opportunity. 8.

It is submitted that the selection process is ongoing at Ajmer and Noida upto 14th and 21st January, respectively. 9.

In light of all the aforesaid factual matrix, we pass the following order. 10.

The respondents may permit the petitioner to participate in the selection process at Noida. In case, with the application, the two self addressed envelopes are not submitted, the petitioner shall comply the said deficiency and submit the two self addressed envelopes prior to participation in the examination. The respondents shall, after the petitioner submits two self address envelopes, issue admit card to the petitioner so as to enable the petitioner to appear for Physical Standard Test and Physical Efficiency Test in accordance with the rules.

With the aforesaid observations, Writ Petition disposed of. 12.
