PER COURT:- 1.
We are not inclined to entertain the writ petition as it is said that complaint is already filed before the Committee. The Committee can only reopen the proceedings if it is a case of fraud. The powers of the Committee to reopen the proceedings in which validity is issued are limited.

The petitioner may prosecute his complaint with the Committee. The Committee naturally has to hear all the parties, if is of the view that the complaint has to be entertained.

The petitioner if so advised may prosecute his complaint with the Scrutiny Committee.

Writ Petition is disposed of. No costs.
