PER COURT:

1] These are applications for condonation of delay in filing appeal under Section 54 of the Land Acquisition Act. Heard learned AGP for the applicants as well as learned counsel for the non applicants. 2] Learned counsel for the non applicants submitted that perusal of the applications show that proposal was moved in the year 2009 and it was approved in the year 2013. As such, delay is not properly explained. 3] Considering the fact that conscious decision is required to be taken at various levels, in my opinion, delay in filing appeals is sufficiently explained. The averments made in the applications are not controverted. Hence, for the reasons stated in the applications, the applications are allowed. Delay in filing the First Appeals is condoned. [A.M.
