The learned counsel appearing for the petitioner submits that, the petitioner's proposal dated 30th October, 2010, the copy of which is annexed at Exhibit `A' to the compilation of the Writ Petition, is pending with the Respondent - State Government and no final decision is taken on the said proposal. 3.

We direct the Respondent No.1 to take decision on the said proposal, if already not taken, as expeditiously as possible, and preferably before 30th April, 2016 on its own merits, if necessary, after hearing the concerned parties and communicate the said decision to the petitioner.

The Petition is disposed of in above terms.
