Learned AGP has taken the instructions as per the Court's order. He would submit that the Authority to whom the letter has been addressed is not in existence. The representation has been addressed to the incorrect Authority. It should have been addressed to the Deputy Secretary Planning Department, EGS, Mantralaya, Mumbai. Since the representation was not addressed to the correct authority, we disposed of this writ petition by directing the petitioner to
