However, it is clarified that the authority concerned - The Additional Commissioner, Aurangabad to decide the pending appeal as expeditiously as possible. Since the observations of the authority are at an interim stage, it would not preclude the authority for considering the entire evidence afresh at the final stage and pass appropriate orders.
