In application filed for delay condonation, the learned counsel for appellant, Central Government is present. Seen the record. There is report of Serving Officer dated 8.12.2015, accompanied by the report of concerned authority, who has taken steps for service dated 4.12.2015. It shows that the respondent, original plaintiff died in the year 2009. It appears that the appeal filed by the present appellant in the District Court in the year 2005 was dismissed on merits on 30.4.2015.
