Without going into the merits of the matter, the matter needs to be remitted back to the Scrutiny Committee for the reason that the Committee has after the matter was reserved for orders produced some additional material and relied on the same without affording petitioner an opportunity to deal with the same. Hence, the order :

The impugned order herein is set aside.

ii.
