The petitioner claims to have belonged to 'Mannervarlu' Scheduled Tribe. Since respondent no. 2 - Scrutiny Committee, has not granted him validity certificate, he is before us in this Writ Petition. 2.

Although, learned AGP objects to allow the Writ Petition, the fact is that the Scrutiny committee has granted eight validity certificates and this Court granted three validity certificates to the blood relations of the petitioner. Nothing otherwise has been shown. 3.

We are, therefore, to grant the petitioner conditional validity certificate. Hence, we pass following order :

ORDER

i.

Writ Petition is partly allowed.

ii.

Respondent no. 2 - Scrutiny Committee shall grant

940.odt the petitioner validity certificate of 'Mannervarlu' Scheduled Tribe.

iii.

The validity certificate to be issued shall be coterminus with the validity certificates directed to be issued in view of the directions given by this Court while granting earlier validity certificates.

iv.

The petitioner shall not claim any equities.
