We have heard Mr. Talhar, learned Counsel for the petitioner and the learned Assistant Solicitor General of India ('ASGI', for short). 2.

One of the prayers in the present Public Interest Litigation is to direct the respondents to form a Statutory Committee / Judicial Forum / Tribunal so as to find out the actual cost of agricultural produce of each crop and to consider the production cost while fixing the cost of agricultural produce at the time of finalizing the minimum support price. 1 / 2

The learned ASGI submits that he has been instructed to state that Niti Ayog suggested many reforms measures to increase the farm sector growth and double farmers' income by 2022. It suggested the Government to consider replacing the Commission on Agricultural Costs and Prices (CACP) by an Agriculture Tribunal in line with the provisions of Article 323B of the Constitution of India. It also suggested that policy environment should facilitate income security to farmers, while maintaining the country's food security. Various measures are suggested to benefit the farmers and long time solution is being explored. 4.

We hope that the said suggestions will be taken to its logical end. If within reasonable time no such policy decision is taken as suggested, then the petitioner may re-agitate his grievance.
