The grievance made can not be entertained in exercise of writ jurisdiction. The Collector has discretion to pass such order. If such order, according to the petitioner, is against an advisory circular issued by the State of Maharashtra, the petitioner is free to make grievance about the order to the State Government. We are not inclined to entertain this grievance on judicial side. Petitioner may approach the appropriate authority of the State of Maharashtra.
