Heard learned counsel for the Applicants (Petitioners). 2.
At the outset the learned counsel for the Applicants seeks permission to delete prayer clause-D of the civil application with a prayer to grant leave to amend the writ petition in order to challenge the transfer order dated 21.08.2025 issued by the contesting Respondent/Zilla Parishad during the pendency of the writ petition. The prayer is permitted to be deleted.

Further leave is granted to the Petitioner to amend the writ petition in order to challenge the transfer order dated 21.08.2025. Amendment be carried out within two weeks from today. 4.
As regards the other prayer in present application, it is submitted that permission may be granted to place on record the documents annexed to the present application. Amongst the documents sought to be placed on record is an order recently passed by this Court on 04.09.2025 in a writ petition raising similar issues, wherein status quo was granted by this Court. It is submitted that identical issues arise in the present proceedings also. On that basis, it is submitted that this Court may further consider granting status quo till the next date so that the petition can be amended and it can be argued comprehensively with other writ petitions.

We have perused the order dated 04.09.2025 passed in writ petition No.10791/2025 and connected petitions. In the said order, we have recorded the fact that couple convenience is part of policy of transfer as per Government Resolution dated 18.06.2024 and further that clause 5.6 of the said Government Resolution stipulates that ordinarily transfers of Zilla Parishad employees like the Petitioners shall be undertaken only once between 1st May to 31st May. Upon recording that no special reasons were
( 3 ) stated in the impugned transfer orders in the said petitions, this Court granted status quo by the order dated 04.09.2025. 6.
We find that in the present case also the impugned transfer order has been issued on 21.08.2025, well beyond the month of May-2025 and no special reasons appear to be recorded in the transfer order to justify such mid term transfer. The issue of couple convenience is also raised on behalf of the applicants in the companion writ petition. 7.
In view of the above, the application is disposed of by permitting the applicants to place on record the additional documents. List the petition along with writ petition no.10791/2025 and connected petitions on 03.10.2025.
