Mr. Joshi, the learned counsel for the respondent No. 3 submits that, the petitioner can agitate his grievance before the Commissioner.

In the light of that, the writ petition is disposed of with liberty to the petitioner to avail remedy before the Commissioner. In case the proceeding is filed within a period of four (04) weeks from today, the question of limitation would not arise. All contentions of respective parties are kept open.
